From individually piloting and advancing separately to becoming fixed,having almost full coverage and improving continuously, the basic medicalinsurance in Guangxi has developed a lot since early1999.Now both the urban andthe rural, the employed and unemployed residents in Guangxi have access to thehealth care system, through a certain way. And the ability of spreading risks isenhancing day by day, so is the service network. However, low pooling levelresults in system unfair, such as different standards of treatment, unbalanced fund,brings about more administrative costs, makes it hard to transfer between districts,and causes inconvenience for insurance claims. Clearly, low level of poolingweakens the risk-sharing function. With aging, the fund’s sustainable developmentwill face even greater pressure. Improvement of the pooling level is essential tosolve these problems, and crucial to the basic medical insurance system in Guangxito achieve universal health insurance equally, to meet the mobility and the onlyway to ensure sustainable development during " the twelfth five-year "period.Based on the historical evolution of basic medical insurance fund, this papermakes a comparative analysis of social and economic development, basic medicalinsurance policies and health resources of cities in Guangxi, meanwhile,considering the institutional capacity and information system. It then summarizesproblems that Guangxi may encounter when trying to improve the pooling leveland draws lessons from home and abroad. To improve the pooling level of thebasic medical insurance fund, the following measures may help: Guangxi shouldsee medical protocols between cities as a breakthrough, connect informationsystems step by step; improve the pooling level of the new rural cooperativemedical care, and integrate it with the basic medical insurance for urban residents;establish health insurance fund swap as a transition and extend to gateway medicalservices, considering special issues; enhance institutional capacity, improvesupporting measures and finally achieve provincial pooling.
