Natural disasters always bring enormous casualties and economic losses. Central government and local people’s governments at all levels set up Command Department for rescue and relief work according to Emergency Response Plans for Natural Disaster firstly. These departments are responsible for organization, coordination and communication in relief work, Getting information about all areas affected by disasters, carrying on relief work, especially the disaster relief materials allocation. After5.12Wenchuan earthquake, a lot of victims were homeless, they had urgent need for all kinds of relief materials, for example, food, drinking water, temporary shelters. In the early period after disaster, we usually face the situation that there is a lack of relief materials and uncertain disaster information. Just for these reasons, how to allocate the relief materials to different disaster areas in early period after earthquake has become a topic that emergency management agency concerned about strongly.First, for the government disaster relief supplies are insufficient to meet the needs of the situation, this government’s goal of a fair degree of decision-making, fuzzy variables in the demand for disaster situations, a fuzzy chance-constrained programming model for modeling the above problems, and the model solution, hoping for the actual relief work in the government allocation of limited relief materials to provide some ideas.Government plays a leading role in disaster relief work, but the relief work is not enough in the face of giant disaster. Ngo (non-government organization) is set up to be motivated by charity. It can play an important role in relief work. But in actual work, there is hardly cooperation and communication between government and Ngos, even among Ngos. Because of these, there were so many problems exposed in relief work of5.12wenchuan earthquake, relief work was in disorder, so cooperation is essential for government and Ngos. Because of the enormous damage caused by the earthquake, it is very difficult to get the information about earthquake. Actually cooperation between government and Ngos can’t be in an ideal state, in other words, there must be several rounds of consultation between government and Ngos to determine the allocation amount of government and Ngos. This paper researches the relief allocation model based on the condition that there is not enough materials for government, the cooperation relief allocation model between government and Ngos, and modelize there models. There models reflect the actual work in disaster of government and Ngos relatively well.
