In the early period after disaster, we usually face the situation that there is a lack of relief materials and uncertain disaster information. Just for these reasons, how to allocate the relief materials to different disaster areas in early period after earthquake has become a topic that emergency management agency concerned about strongly.First, for the government disaster relief supplies are insufficient to meet the needs of the situation, this government’s goal of a fair degree of decision-making, fuzzy variables in the demand for disaster situations, a fuzzy chance-constrained programming model for modeling the above problems, and the model solution, hoping for the actual relief work in the government allocation of limited relief materials to provide some ideas.Government plays a leading role in disaster relief work, but the relief work is not enough in the face of giant disaster. This paper researches the relief allocation model based on the condition that there is not enough materials for government, the cooperation relief allocation model between government and Ngos, and modelize there models. There models reflect the actual work in disaster of government and Ngos relatively well.
