In the state-owned V/C markets there are many problem, including inefficient investment decisions, not a sound compensation mechanism, conflict between "V/C" and "State" supervision and management system, and so on, lack of competition. Full liberalization, privatization of state-owned V/C will become better direction in the future. The role in this article is listed as below:1. Introduce the background of state-owned V/C esp. CMHT, the operation and administration system of V/C business before2010.2. Then identify the problem of state-owned V/C, make three solutions including "state capital exceeds private capital, establish joint-venture investment, industrial fund interaction between finance and enterprise"3. Close follow up the improvement of CMHT and make proposal on its future development.Though the data in this work are collected from specific company, it also has positive value for the performance management of company whose business focus on system assembly.
