With upgrading of the problem of global warming, energy saving and emission reduction are increasingly vital. To achieve low-carbon target, buildings become the key object for high energy consumption and high carbon emissions. However, due to high initial construction cost of low-carbon buildings, big application difficulty of low-carbon technology and weak low-carbon consciousness of people, new construction mechanism of low-carbon buildings based on market rules has not been set up now. In this case, the guidance of policies is needed to promote the development of low-carbon buildings.In this paper, based on feedback mechanism principle of System Dynamics, four subjects related to low-carbon construction are considered, including Developers, Low-carbon service provider, Government and User. Vensim software is used to draw flow graph to describe interest relationship among subjects, and simulate changing profit of four subjects and the application of low-carbon under current condition. Then five policies are introduced, comprising Exemption of sales tax, Policy of land cost, Policy of land value-added tax, Policy of low-carbon subsidy and Policy of carbon tax. The changing of profit of all subjects and application of low-carbon is analysed under the single policy, and action effect of profit of single subject and application of low-carbon is compared under all policies.Policies and recommendations, which could improve low-carbon buildings and conform to market mechanism, are elicited finally by two sided comprehensive analysis and comparison. The profit of each party is protected well, fiscal revenue is impacted less and application of low-carbon is enhanced fast under exemption of sales tax. Owing to prominent effect latterly, Policy of land cost for Developers is suitable for the long-term sustainable strategy. Subsidy policy is most beneficial for Low-carbon service provider, but makes fiscal revenue suffer severe losses. Policy of land value-added tax plays a dispensable role in the change of profit of each party and application of low-carbon. Policy of carbon tax, which rewards or punishes Developers according to application of low-carbon, is unsuited to carry out now, because it may damage Developers profit in the early stage.
