Research On Impoverished Government Of Minority Region From The Perspective Of Pro-poor Growth

To speed up the economic and social development of minority areas, is the main task ofimpoverished government in the new stage of China, and also an inherent requirement ofbuilding a harmonious society. China’s chronic impoverished government focuses on the centraland western ethnic minority areas, compared to a certain degree of neglect in the easternminority regions. With the rapid economic development of eastern region, the problems ofpoverty are more serious. This paper takes Liannan Yao Autonomous County of GuangdongProvince for example, attempts to explore how to let the minority share the fruits of economicgrowth from the perspective of pro-poor growth. First, summarizes the relationship betweeneconomic growth and impoverished government by reading a lot of literature; Second, diagnosescurrent macroeconomic situation on the basis of first-hand information from field research;Again, analyzes the effectiveness and problems in the practice of impoverished government toprovide a useful reference for the new era of impoverished government in Liannan; Finally,proposes path selection of impoverished government in the new stage from the perspective ofpro-poor growth, combining the macroeconomic situation and impoverished governmentpractice of Liannan. Impoverished government in the new era will be a trinity of economicgrowth，allocation mechanism reform，impoverished government. Economic growth is a strongdriving force for poverty alleviation. We insist on developing the economy unswervingly. Topromote and consolidate economic development, it’s urgent to build green industrial system withLiannan characteristics. Meanwhile, the allocation mechanism, which relates to fairness ofeconomic development, has an important influence on impoverished government. Reform of theallocation mechanism is a top-down structure, from the provincial fiscal policy to municipalfiscal expenditure. Finally, impoverished government is inseparable from capacity-building,support of micro-credit, and construction of labor market.
