Energy Management Contracting (EMC) is a new type of market-oriented energy-saving mechanism. Energy Service Company and Target Company sign a contract agreed in a form of certain target about energy saving. When the target company achieves energy saving goal, it can use the benefit of energy-saved to pay the energy service company (ESCO) as its reasonable profit in the energy-saving service mechanism. Therefore, EMC is a win-win energy-saving service mode.With the rapid development of the economy in our country, the constraint of energy to the economic is strengthening increasingly. Therefore, developing EMC is a major way to reduce energy consumption and improve energy efficiency; it also is an important means to build a resource-conserving and environment-friendly society. But now, the domestic EMC still belongs to a new kind of energy saving mode, at the same time, the constraints such as knowledge, capital, technology, information and other factors are still exist, which seriously hinder the development of the EMC.Based on the deep study of the relevant knowledge about EMC.This thesis describes the meaning, operation mode, implementation steps of the EMC comprehensively, gives an objective description of the current EMC in china, and combines with the investigation and analysis of one typical enterprise, points out such as financing, information asymmetry, policy support is not perfect and other problems, and draws on the experience of Germany, Spain, the United States, and Japan. On the foundation, puts forward such as enhancing the strength of propaganda, perfecting platform construction, increasing the policy support and so on, to promote the development of the EMC.
