Research On The Public Policy Of Promotig The Development Of Forestry Ecological Economic In Anhui Province

With the development of social and economic, ecological construction is getting more and more attention from the society, how to coordinate the relationship between ecology and economy development, is becoming one of the major problems which is faced by the world together. As the main body of land, forest has position and action in ecological economic developing to be highlighted increasingly. It can not only provide the material and energy, but also promote economic and social development, shoulder the important mission on the improvement of ecological environment and promoting the sustainable development of society.To promote forestry ecological and economic development, our government has taken a series of measures. This paper selects the relevant ecological economic policy implemented by Anhui province as the research object for policy researching, in order to harmonious the development between ecology and economy.Under the guidance of the theories which include public finance, systema tology, public policy, this paper discusses the theoretical basis of forestry ecol ogical economic policy evaluation. From the forestry zoology economy current situation in Anhui province, builds the evaluation index system, establishes the comprehensive evaluation model, to empirical analysis the effect of forestry pol icy implementation, for explaining how about the effective of the government measures in forestry zoology economic development, how should be improved, and reference for perfecting the relevant policy.The first chapter and the second chapter provide foreshadowing for the empirical research of policy, expatiate the research foundation. The structural arrangement of the core chapters is, from the third chapter to the fifth chapter are the empirical analysis of the policy, the sixth chapter is the normative research based on the preceding chapters empirical analysis.The main contents of the core section are as follows,The third chapter is mainly to carding the present basic and specific forestry zoology economy policy in Anhui province. From the general forestry situation and specific forestry policy in Anhui province, it attaches great importance to forestry ecological construction, pay attention to the coordination between ecology and economy.The fourth chapter is the empirical analysis for the effect of forestry policy. According to the theories and practice, this chapter comprehensive considers from three levels, the forestry zoology economy, society, respectively to Anhui province forestry ecological economic policy carried out by single factor evaluation and comprehensive evaluation. The result is, the implementation of the forestry ecological economic policy in Anhui province obtains certain effect, forest resources, ecological environment, industrial structure and so on, gain the corresponding improvement. But, form the point of the hole nation, the forestry economic level of Anhui Province is high, ecological and social level are relative lag, need to take certain measures to promote forestry ecological benefit, economic benefit, social benefit equilibrium between the three and improvement.The fifth chapter is to analyze the obstacle while carrying the forestry ecological economic policy in Anhui province. This chapter on the basis of through to theoretical analyzes the public policy affecting factors, establishes a model on the effectiveness of policy constraints, and analyzes the obstacles in the process of implementing the forestry policies in Anhui province separately from four aspects below, the resource factors, environmental factors, institutional factors, policy factors. The result is, in the process of the forestry policy’s implementation in Anhui province, the deep-seated problem lies in the lack of forest resources, financial resources, human resources, to a certain extent, the ecological, economic and social environment are not conducive to the play of policy effect, institutional factors and the coordination between the policies also have certain effect on the execution of the policy.The sixth chapter constructs the policy system to promote the development of the forestry zoology economic in Anhui province. On the basis of theoretical and practice research, according to the object of the forestry public policy, this chapter builds corresponding policy system, and puts forward policy suggestions related separately from three aspects bellow, the ecology, economy, society.This analysis finds that, over the past10years, the comprehensive effect of the forestry ecological economic policy in Anhui province is not high, the ecological, economic, and social benefits are not unified. Therefore, we suggest that the forestry zoology economy public policy making should focus on ecological benefit and social benefit seriously, promoting coordinate development between forestry economy and ecology, society in forest region.In ecological aspect, we should go into overdrive on the protection of forest resources. We can refine ecological target into layers and establish the target responsibility system on protection of forest resources; We can strengthen scientific research to promote the double increasing of the forest resources quality and quantity; We can establish monitoring and evaluation system on forest resources, for timely understanding about forestry general situation in Anhui province.In economic aspect, we should promote it harmonious developing with eco logy and society. On forestry investment should adopt the classification model of investment in accordance with the characteristics of forestry classification m anagement, increase introduction from private investment to relieve financial pr essure; in addition the investment distribution on forestry should be balanced, strengthening forestry supply of public goods and infrastructure construction in moderately.In social aspect, we should improve the policy environment. Promoting forestry information platform construction, improving forestry education environment, to improve froseter’s professional quality; Strengthening propaganda for forestry zoology economy to form a good culture atmosphere optimizing the policy environment; Improving the forestry management system, raising the transformation ability on the reform and development of forestry mechanism.
