Analysis Of The Public Policies Of Forestry Ecological Economy Development In China

The rapid development of social economy has improved people's life quality continuously.people's awareness of ecological environmental protection has also been increasingly strengthened,therefore,ecological construction has attracted more and more attention.How to coordinate the development of the economy and protect the ecological environment is a common problem faced by all the world.In order to better promote the coordinated development between forestry ecology and economic construction,solve the current policy problems,based on the theories of public goods theory,externality theory and policy evaluation theory,this paper analyzes the public policies of China's forestry ecological economic development.Combining the theoretical basis,this paper analyzes the implementation effects of current policies related to forestry ecological economic development in China.Through comparative analysis of cases,possible policy experiences and obstacles were identified,and an index system was constructed to measure the contribution of forestry public policy implementation to forestry revenue per unit area of forestry.The system was used to analyze which policies benefits forestry development and which policies hinder forestry development,hence to find out the problems existing in the relevant policies of forestry ecological economic development and provide suggestions for improving the policy system.This paper is divided into seven chapters:Chapter one is the introduction.It introduces the research background and significance of this paper,the summary of relevant research at home and abroad,and so on.The second chapter defines the concept and the theoretical basis of forestry ecological economy.It defines the related basic concepts and introduces the theory of public goods,externality theory,and policy related theories respectively,which provides a theoretical basis for the analysis of policy factors.The third chapter summarizes and sorts out the current policy system for the development of forestry ecological economy in China.Judging from the current forestry ecological economic effects,China has attached great importance to the development of forestry ecological economy in recent years,and began to pay attention to the coordinated development between economy and ecology in the process of policy formulation.The fourth chapter is the comparative analysis of two similar areas in Zhejiang and Anhui,from the perspective of policy analysis of the reasons for the differences between the two regions,to identify possible policy experiences and obstacles.The fifth chapter is the analysis of the contribution degree of forestry ecological economic development related policies.Under the guidance of relevant theoretical basis and practical basis,relevant indicators are selected and based on this,an evaluation system is constructed to estimate degree of forestry ecology and economy related policies on the unit forest area to the contribution of income.The results show that the main reform of forestry reform contributes 8.05%,and the contributions of afforestation subsidies and tending subsidies are 6.95%and 0.95%,respectively.Forest insurance,as a financial policy,contributes 7.53%to the forestry revenue,but forest rights Mortgage loans have a low contribution rate of only 0.08%.In addition,the contribution of the control policy is only 0.51%.The sixth chapter analyzes the existing problems in the current public policy of forestry development and puts forward suggestions for it.By combining the results of case studies and empirical analysis,we can see that there are still problems in the current policy.The main problems are that the output efficiency of forestry financial input in some regions is low,and the policy value cannot be efficiently realized;The impact is not clear;forest land transfer mechanism is not perfect,forestry mortgage loan cannot be realized,and forestry operators are not able to increase their enthusiasm;thecutting quota is too strict,and reasonable policy restrictions need to be adopted according to the actual situation.Finally,corresponding policies and suggestions to the problems and limiting factors in the implementation of forestry-economy-related policies were put forward,so as to better coordinate the development of forestry ecological economy.
