The Research About Performance Evaluation System Of Agriculture Policy Bank In China

Bank performance evaluation system is an important method to measure operation and development capacity of modern banking industry.It has been the core issues of Chinese banking industry to strengthen internal management and improve the competitiveness. In recent years, policy banks not only could fit in with special mission to supporting relevant industry of government, but also could satisfy sustainable management and developing demands of itself. Therefore,it is important to build scientific performance evaluation system of policy bank, perfect the inspiration mechanism,and improve sustainable ability of policy bank.In recent years, performance evaluation of commercial bank have been received more and more attentions. The evaluation system of state-owned commercial bank has been established in our country. However, there were no systematic researches about performance evaluation of policy bank.Combined with social functions and management objectives of China’s policy banks , the paper established the policy bank performance evaluation index system that from micro financial performance and macro policy functions. The micro financial performance indicator includs profitability index and credit risk index; macro policy indicators includs agricultural investment index and agricultural program development index. Furthermore, the paper adds two qualitative index from the view of bank credit management, which making index system become more comprehensive.As example to Agricultural Development Bank of Hunan Province,this paper selected the data of branches from 2005 to 2009. Then, the paper made use of data and apply factor analysis method to evaluate the agricultural policy bank’s performance.The results reflect major indicators which affecting the sustainable management of agricultural policy bank. Then, the paper arranged the position of thirteen bank branches. It’s accurate reflect Hunan city-level Branch of the Agricultural Development Bank and the operation and management of the status quo, and show importance of macro index. The research will certainly be able to provide the operation of the program for the improvement and development of Chinese agricultural policy bank performance evaluation system.
