Research On The Performance Evaluation System Of Policy Bank In China

Since the opening of the Eighteen Third Plenary Session of The CommunistParty of China, our country push forward China’s financial reform largely andconstantly.Policy banks,which as an important part of the financial sector ofChina,is also in the tide of reform.The performance evaluation system of the policybanks reference and use the commercial bank performance evaluation system mainly,focusing on the use and analysis of the financial indicators.It can not fully reflect theparticularity of the policy banks in actual operation and management, and it can’tmeet the urgent needs of the reform of the development of the policy bank. Therefore,to establish a set of performance evaluation system,which line with China’s actualconditions and policy banks’ development level, scientific, rational, comprehensivemodernization policy banks performance evaluation system,is a important problemwhich need to solve in the current development of China’s policy banks.To combine with the actual needs of China’s policy banks and the actual need ofthe performance evaluation in the development of Policy Bank, this paper use theanalysis of financial indicators analysis and non-financial indicators analysis, take thedevelopment strategy as a guide, select five aspects "financial, customer, internal,learning and growth, risk control" as the research angle of view, to establish a set ofperformance evaluation system of Policy Banks of our country development,whichmeet the actual demand and in line with the index system for performance evaluationof the policy banks in China using. By the National Development Bank as anexample, this paper selects the annual report data of National Development Bankfrom2002to2012as a sample, makes an empirical study on the policy bankperformance evaluation system in china. On the basis of empirical analysis of theNational Development Bank, the above five indicators, namely the financial index,customer index, internal indicators,learning and growth indicators and risk controlindicators. The empirical results,may reflects the management status and operationachievements of National Development Bank more accurately, and shows theimportant role of non-financial indicators of performance evaluation of policy banks. The results show that the choice of performance evaluation method for overallstrategic target realization of policy bank’s overall advantage is effective.Therefore,for the continuous improvement of the performance evaluation system ofour policy banks,the results of this study can be taken as the reference to realize thetarget.
