Along with the rapid development of telecommunications industry and technology, some problems appear. According to the report released by CNAO, duplicate investment problem in telecommunications industry was obvious, and the utilization ratio of network resource is low. To solve this problem, MIIT released an announcement in the end of 2008, which marked that the policy of infrastructure sharing was implemented officially. During 3 years since it began in China, we’ve made a great achievement, however, still some problems.Actor-Network Theory is founded by Bruno Latour, and its purpose is to study the subjects in the sociology field, and its core concept includes actors, generalized symmetry and translation. As a qualitative research method, ANT fits for the process of social interaction which is action and structure oriented. ANT is good complement to the excessive quantized research method in our country.This paper is based on Actor-Network Theory, and explains infrastructure sharing in 4 stages according to the "translation" process. Besides that, the paper introduces some models to help analyze the situation, including cost-saving model, game model, input-output model etc. Based on the result, the paper provides some practical suggestions to regulators and telecommunications operators.
