Research On Sharing And Co-construction Strategy And Patterns Of Telecommunications' Infrastructure In Hubei Province

As a national strategic public resource,communication infrastructure is an important foundation for economic and social development.In September 2008 the State Ministry of industry and information technology has been put forward to build a communication infrastructure sharing requirements,but the push to build a relationship of assets in the process of sharing is not clear,lack of capacity and sharing difficult issues such as the rental settlement has appeared,the cost of communication and coordination are also gradually improve,continue to push the sharing has encountered a bottleneck.In this paper,in-depth analysis of the current communication infrastructure in building and sharing the difficulties encountered in the work,accelerate the construction of informationization and promote the sharing for the purpose,carries on the summary to optimize sharing mode and strategy from three aspects to promote the construction process management and business strategy,pricing model,and puts forward innovative ideas and optimization measures,building and the sharing of work has formed a complete system,which has important reference significance to the realization of deepening telecom infrastructure sharing,reduce duplication of construction etc.Through this study,to deepen the communication infrastructure to build a shared reference value.First,co construction and sharing promotion strategy can be integrated from the site,communication infrastructure into urban and rural planning and technological innovation in three areas to actively carry out the work.Second,to build a shared model of the implementation of the project management to fully integrate the needs of the three telecom companies to order oriented,to ensure the sharing of the maximum and program landing.Third,in order to share discount for the core business pricing model,will guarantee the infrastructure construction units benign operation and sustainable development,to effectively mobilize the enthusiasm to participate in sharing the three telecom companies,and promote the healthy development of the communications industry.Under the background of the national construction of the two oriented society,the research of infrastructure construction and sharing will not be limited to the communication industry,cross industry co construction and sharing is the inevitable trend of the future development.The next phase of business planning,product solutions to expand and research,to clarify the types of potential business and development path,to further expand the infrastructure to build a shared effect.
