With China’s accession to WTO, Sino-US economic and trade exchanges with thecontinuous deepening of trade friction between the two countries have gradually increasedand deepened , which seriously affected as the world’s most important bilateral relationship-the healthy development of Sino-US relations. As China and Japan in the culture and customs,as well as with the United States trade friction in the development process, causes, commoditystructure, forms and solutions in areas such as similarity, therefore, study the Japan-US tradefriction, and learn from Japan and US dealing with trade frictions in some valuable experience,is in a period of high trade friction, China has important significance for the reference. Sincetwenty-first Century the Sino-US trade friction, and the nineteen sixties to eighties time of theJapan-US trade friction are extremely similar, or even to a certain extent, the current Sino-UStrade friction is Japan-US trade friction’s nineteen sixties to eighties time "copys". Therefore,it is necessary to do comparative studies of Sino-US trade friction and the Japan-US tradefriction, and draw lessons from Japan dealing with Japan-US trade friction, to get suggestionsdealing with the Sino-US trade friction. In view of this, this paper detailed research steps are as follows:Firstly, review the evolution process of the Sino-US trade friction and the Japan-US tradefriction. The Sino-US trade friction evolution can be divided into three stages: the first stageis the 1979-1988 years of trade friction start period; second stage is the1989-2001 years oftrade friction development period; the third stage is 2002-2012 years of the trade friction todeepen period. Japan-US trade friction can be divided into four stages: the first stage is thelate nineteen fifties to sixties time metaphase trade friction budding period; the second stage isthe nineteen sixties period to the early eighties trade friction development period; the thirdstage is in the late nineteen eighties to the early nineties trade friction to deepen period; thefourth stage is since the late nineteen nineties trade friction transition period.Secondly, on the evolution of the Sino-US trade friction and the Japan-US trade friction,on the Sino-US trade friction and the Japan-US trade friction makes a comparison of thecommon, in the following aspects: the existence of common trade friction of the direct reasonis the trade imbalance, the deep-seated reason is structural unbalance of consumption andsavings; commodity structure: the goods in the field and scope expands unceasingly, thegoods from a low value to a high value added development; form of expression: to the trendof diversification, from dominant to recessive development; solution : the higher the degree oftrade dependence that Sino-Japanese two countries is in passive position, from the unilateralmechanism to the WTO multilateral mechanism transformation; and these common problems, from the political and economic interaction perspective for further summarized and refined, revealing the basic law of the development of the Sino-US trade friction and the trade frictionbetween Japan and US.Thirdly, on the Sino-US trade friction and the Japan-US Trade Friction Characteristics ofa comparative study, in the following aspects: existence of trade friction characteristics ofpolitical reasons vary; commodity structure: the export enterprise commodity competitionability difference, Japan’s industrial structure upgrading and friction synchronous; form ofexpression : the main form of different, the United States to China means more complex;solution: the Sino-US trade friction to solve more complex, trade friction to solve thebackground differences; and on this basis, the effects of Sino-US trade friction factors to dothe empirical analysis. Finally, according to the article on the Sino-US trade friction and the Japan-US tradefriction, characteristics and characteristics of research, and on the basis of the empiricalanalysis, from the macro, meso, microcosmic three administrative levels, namely thegovernment, enterprises, NGO three facing China dealing with the Sino-US trade frictionmeasure are discussed. Macro level: to strengthen communication and negotiation betweenthe government, accelerate the upgrading of industrial structure, expand inside need, reducethe degree of dependence on foreign trade, the medium level: the active use of WTO disputesettlement mechanism, improve industry association intermediary functions, establishingearly warning mechanism of trade friction; microscopic level: strengthening corporatecommunication, optimizing the structure of export commodities, to establish a diversifiedmarket, actively responding to trade friction.
