The capacity to undertake industrial transfer for a country or region always represents whether it can effectively introduce external factors resulting in the optimization and upgrading of its industrial structure. Guiyang, the capital city of Guizhou province, serves as an important transportation hub in the southwest. Therefore, it has a certain practical significance in the process of economic development，to undertake industry transfer successfully as well as to achieve optimization and upgrading of the industrial structure in the new round of Western Development.The study of this thesis focuses on the currency and countermeasures of industrial transfer in Guiyang City, utilizing the fruits of applicable research and making summary by absorbing the existing theoretical resources, such as reviewing Product Life Cycle, the Gradient theory, and the stages of economic development theory created by Chenery as well. The interpretation and analysis of industrial relocation has provided theoretical resources. Meanwhile, the thesis try to build a set of concepts and theoretical framework for industries relocation in order to provide a theoretical basis.It has been concluded that Guiyang City is still in the stage of intermediate industrialization by the statistical analysis of these indicators below,that is,status quo of per capita GDP, industrial structure,the employment status, urban-rural structure as well as the status quo of education, culture, and foreign trade structure. On this basis, the thesis aims to make research on those problems in the process of Guiyang undertaking industrial transfer, by analysis of Guiyang current situation of undertaking the industrial transfer as well as specific analysis of the size and speed of industrial relocation, geographical sources, industrial structure and district distribution.Ultimately, the thesis has proved the feasibility and necessity of undertaking the industrial relocation by Guiyang City, meanwhile, it analyses advantages, weaknesses, opportunities and challenges in the process of industry transfer based on the analysis of SWOT framework in enterprise strategy. Guiyang City should develop its advantages, reduce the negative effects of disadvantage, seize the opportunities and avoid the threat to make careful selection, and finally take a positive attitude in participating in the selection of industries relocation; then proposes countermeasures in undertaking industries transfer.1、Initially, the main conclusion of the thesis(1) According to Chenery’s theory of "stages of economic development," It has been concluded that Guiyang City is still in the stage of intermediate industrialization by the statistical analysis of these indicators below, that is, status quo of per capita GDP, industrial structure, the employment status, urban-rural structure as well as the status quo of education, culture, foreign trade structure.(2) Integrate with the advantages of Guiyang City, such as advantages of location, energy, labor resources and competitive national policy support, Guiyang could select: equipment manufacturing, deep processing of resources, high-tech, bio-medicine, the automotive industry, agro-food processing, electronic communications equipment industry as to be the focus of undertaking industrial relocation from eastern and middle regions as well as the foreign countries. Meanwhile,"10 Industrial Parks" of Guiyang serve as the primary and significant carrier on the process to undertaking industrial relocation.(3) The thesis analyses advantages, weaknesses, opportunities and challenges in the process of industries transfer based on the analysis of SWOT framework in enterprise strategy, that is, advantages, disadvantages, opportunities and challenges. The advantages lie in location, traffic, labor resources, industrial park and competitive policy support as well, which have revealed that Guiyang enjoyed the prominent advantages in undertaking industrial relocation. The disadvantages display the weakness of industrial competitiveness, unpleasant construction of industrial parks, the lagging development of circular economy and the lack of complex talents, difficult financing, visible disadvantages still exist according to above analysis. Opportunities can be drawn in the strategy of the "Qianzhong economic Zone" "industrial boosting province"as well as "the transfer of production capacity". The challenges reflected in three parts below:the poor soft environment for regional development, the inefficient growth of traditional economy and fierce competition from the outside areas. It has been concluded that in the process of Guiyang undertaking industrial relocation, advantages, weaknesses, opportunities and challenges coexist.2、Policy recommendations of the thesisInitially, Guiyang City should firmly seize the opportunity of strategy planning "Central Guizhou Economic Zone" by the State Council as well as strategic opportunities "Guizhou Province, the industrial province", issued by Guizhou CPC, meanwhile, all the policies implemented by Guiyang should be based on the self-construction of ecological civilization city. Therefore, Guiyang should adhere to take the the road to new industrialization, that is, high technology content, good economic returns, low resources consumption, little environmental pollution and human resource advantages into full play. In other aspect, in the process of undertaking industry, Guiyang should prevent redundant construction and serious pollution, the technology behind the products and processes from being transferred;Secondly, Guiyang should give full play to regional strengths and advantages in resources, selecting the appropriate opportunity to undertake the industrial transfer as well as favorable model to ensure the industry to be undertaken successfully. Determine the strategic development direction of emerging industries in accordance with the concept layout of the characteristic industry cluster development.Finally, combined with the actual situation in Guiyang, from the micro factors of production cultivation, industrial clusters should be built with a set of policy framework in order to optimize and upgrade industrial structure by taking the opportunity of industrial transfer in the process of new industrialization.
