Investigation On The Industry Transition Of Guiyang Under The Background Of Constructing Ecological Civilized City

The contrary developmental route between economy and natural and ecological environment protection has seriously weaken the reproducible ability of a city with the industry and agriculture developping. Ecological civilized city is the developmental trend due to the natural and ecological system are introduced into the economic development of a city. Therefore, a sustainable development mode can come true in a city. Guiyang is a developping area. Searching a hypernormal and overspeed route in economical development always exists in Guiyang. An industrial structure system based on the resource exploitation has been built at a preliminary stage. With the strategy of constructing ecological civilized city proposed, people have gradually awared that the road to achieve sustained development of economy in Guiyang is only through traditional economic growth mode developping towards the mode based on economy and nature coordinated development. Thus, investigation on the operation, key point and primary mission of industry transition have an important realistic significance in buliding Guiyang to an ecological civilized city.The paper consists of seven chapters besides the introduction and the conclusion. Theoretical investigation of both industry transition and construction of ecological civilized city are contained in chapter 1. It focusses on " what's the ecological civilized city and how to construct?" The connotation and theoretical basis of industry transition under the background of constructing ecological civilized city are illustrated. The fundamental role of industry transition in constructing an ecological civilized city is the key point in this chapter. Chapter 2 describes the situation and industrial status of Guiyang. Through the analysis of both, the following conclusions are made. Green-growing industry should be developped towards a bigger and stronger industry. The chief direction of agriculture transition should be focussed on the ecological stock raising, ecological forestry and circular economy of countryside. Industry transition of Guiyang should pay more attention in these fields, such as developping the circular industry, cultivating the novel ecological industry and striving to develop the rubbish recyclable industry. Promoting the development of eco-tourism, optimizing the traditional service bussiness and developping a batch of ecological service bussiness should be as the basic direction of service bussiness in Guiyang. Chapter 3 is the strategic vision of industry transition in Guiyang. General requirement, fundamental principle and strategic framework of industrical transition are interpreted. The transition of agriculture of Guiyang is contributed to chapter 4. The suggestion, emphasis and primary mission of agricultural transition are expounded in this section. Chapter 5 includes the industry transition of Guiyang. The necessity of industry transition are illustrated.The key point and primary mission of industrical transition in Guiyang are highlighted. Industry transition should be paid more attention in the process of building an ecological civilized city. It is necessary to achieve the"low-tech"turning to "high-tech" through the industry transition. The transition between the traditional production based on resources consumption and the ecological recycling-based production is useful to promote the improvement of coordinated and sustainable development in economy, social and ecological, which economic development and the natural ecological environment can achieve "win-win".Innovations in the paper are presented as follows.1. The meaning and characteristics are elaborated. The advantages and disadvantages of Guiyang in the process of building an ecological civilized city are analysed, and pointed out that the industry transition is the key point during the process. From the industry transition viewpoint, it is paid little attention on the constructing an ecological civilized city, while more attentions are paid on the models, approachs and measurements of urbanization and so on. The theories of traditional industry foucs on the economic efficiency ignoreing the role of natural ecosystem on the economy, which cause the waste of source and the difficulty of development. Industry transition of ecological civilized city are investigated in this paper from sustainable development and function of city viewpoint. It is more scientific.The research methods include follows. Urban eEconomics, regional economics, industrial economy, sociology and statistics and so on are introduced in the paper. Based on the comprehensive surveys and studies, the mechanism of the variables are discussed in a qualitative standpoint,and these variables are analysed using a mathematical method. Finally, in order to compare the similar degree between the analysis results and the truth of Guiyang, the discussion is based on the basic theory and the reality of Guiyang.
