As advanced transportation organization form, Left-Hanging Transportation has been widely applied in the international. Since the reform and opening up, China has accepted the concept of road Left-Hanging Transportation and began to pilot run, the relevant state departments have taken a series of steps to promote the development of road Left-Hanging Transportation. Developing Left-Hanging Transportation is of great significance to reduce logistics cost, promote the development of modern logistics, promote energy conservation and environmental protection, promote the whole economic operation quality.In recent years, the market prospect of Ro-Ro from Dalian to Yantai is great, but it still has many problems. New Ro-Ro logistics model needs to be promoted. This paper will study a new model about how to apply the Left-Hanging Transportation to the Ro-Ro logistics, try to meet the requirements of the development of modern logistics.The new mode of Left-Hanging Transportation has a higher demand on the scheduling of the tractor. This paper studies a great deal of literature on the vehicle scheduling problem, analyzed the vehicle scheduling problem solving algorithm and listed what it ranged. In the reality of the Ro-Ro situation from Yantai to Dalian, this paper sets reasonable conditions assumptions and variables to establish a mathematical model. The heuristic algorithm can solve the small scale of the vehicle scheduling problem perfectly. We use MATLAB programming language implementation algorithm and complete solution model. If the variable parameters change, operation results will also change. There are still a lot of paper deficiency, will continue to improve in the future.
