In order to create new economic growth pole in downstream regions of the Tumen River, and form the strategic node with external radiation and internal cluster effect, Tumen Planning Outline was officially approved by the Sate Council in August 2009.To promote further development and open of the Tumen River area, communication and cooperation between this area and the Sea of Japan coast states in every field have to be strengthened. Because China has no Right out to sea in the Tumen River, borrowing Russia, North Korea sea port becomes the key that the Tumen River area realizes development and open. Hunchun as an important nodal city on the access to the sea, strengthening construction of access to the sea has profound effect on Hunchun and three northeast provinces.However, optimization of nodal city industrial structure has conspicuous push effect on construction of access to the sea. Solid industrial foundation and constantly Optimized the industrial structure are important supports to construction and operation of access to the sea. Hence, in order to strengthen construction of access to the sea further, Hunchun have to adjust and optimize industrial structure constantly, enhance industrial foundation, and then push further construction development of access to the sea in the new opening economic conditions.Based on the industrial structure evolution laws and the main contents of industrial structure optimization, this paper combines with the present situation of the Hunchun industry foundation and analyzes Hunchun industry structure optimization present level under the background of access to the sea construction. Firstly, this paper evaluate Hunchun industrial structure rationalization, through calculate resources endowment and the industrial structure matching degree, structural change degree, structural deviation degree and comparative labor productivity etc.. Secondly, this paper assesses Hunchun industrial structure supererogation, through examine three industrial output structure and employment structure, Huffman coefficient. At last, this paper adopts Shift—Share Method to analyze development situation and competitive power of Hunchun 14 department in the tertiary industry. And this paper focuses on development situation of modern service industries which are closely related with the construction of access to the sea.Under the background of access to the sea construction, based on assessment of industrial structure rationalization and industrial structure supererogation, this paper summarizes some problem of Hunchun industrial structure and makes some suggestions which realize beneficial interactions between optimization of industrial structure and construction of access to the sea.
