In21st century, the trend of word economic globalization is becoming evident, and the pace of economic integration in Northeast Asia is speeding. Economic interdependence between China and South Korea gradually deepens, and trade barriers continue to eliminate, commodity flow growth expands, transnational capital investments increasingly frequent. In2012, it is the20anniversary of diplomatic relations between China and South Korea. China is South Korea’s largest trading partner, exporting and importing country. Under the trade-driven, containers transportation basically grows at a double-digit rate every between the two countries. Container multimodal transportation is the primary means of international transportation and it is the main means of transportation of the trade between China and South Korea. Container rail-sea intermodal transportation plan optimization can achieve the transformation of transportation mode, reduce costs, increase the economic hinterland radiation range and throughput of the port, strengthen coordination ability among liner companies, trains companies and port enterprises. As for enhancing the advantages of rail-sea intermodal transportation from the operational aspect, it is beneficial to the industrial upgrading and transferring, the optimization of resources allocation and the promotion of regional economic growth.This article from the container rail-sea intermodal transportation operator perspective under China-South Korea trade, for batch container rail-sea intermodal transportation plan, on the basis of affecting factors, constraints and operational mechanism, taking lowest total cost as the destination, establish container rail-sea intermodal transportation plan optimization concept model. And for the core of the model-container liner transportation plan and container train transportation plan, establish task allocation optimization model. This article argues that, in existing infrastructure constraints, China-South Korea container rail-sea intermodal transportation can achieve optimization from the transportation aspect. And the alternation of liner freight and constrains of trains capacity provide possibility of optimization.To justify this view, this article bases on the idea of concept model, in analysis of current container rail-sea intermodal transportation system, studies on process, performance and constrains, and establishes a hierarchical structure for key points. Secondly, through the analysis of structural characteristics of business, it gets real operational data, further generalizes plan mechanism and influential factors. Finally, taking the development of China-South Korea trade and transportation into account, according to model and analysis, for the problems of China-South Korea container rail-sea intermodal transportation, forwards suggestions that balance liner and trains capacity, enhances the advantages of containers transportation station and port and promotes liner and trains operational system coordination, and ultimately summarized the conclusions of the article.
