After the Copenhagen climate conference,"low-carbon, emission reduction" had attracted world attention. The Chinese government had made commitment to the world solemnly, and made the requirements of reducing carbon emission in17%unit of GDP in the "12th Five-Year Plan". Transport industry is a large consumption energy industry, in the current situation, in order to achieve low-carbon targets, we must develop the low-carbon transport and promote energy efficiency and reduce energy consumption. With the revitalization pace of northeast old industrial base, northeast region economy got rapid development, it has created a good opportunity for Dalian Port’s development. In the process of constructing Dalian Port to northeast shipping center, container sea-rail combined transportation plays an important role. Container sea-rail combined transportation, as an important kind of multimodal transport, not only improves the transport efficiency and decrease cost, but also greatly reduces carbon emissions, and reflects the greater advantage in the port system of transportation. In this background, this article through predicted Dalian Port’s development trend of container sea-rail combined transportation; analysed the economic benefits of container sea-rail combined transportation, highlighted the importance and necessity of container sea-rail combined transportation development.This article began from the introduction of low-carbon transport and sea-rail combined transportation and synthesized domestic and international related research to put forward the question’s research significance. The third chapter and the fourth chapter were the main part of this paper. The third chapter started from the influence of Dalian Port transportation proportion changing under the low-carbon transport requirements. The third chapter respectively analyzed and forecasted the number of Dalian Port container sea-rail combined transportation and low-carbon transferred volume. The fourth chapter compered the difference of rail transportation and highway transportation, such as the transportation cost, carbon emissions, transportation time, transportation safety and so on, which benefits were analyzed and calculated respectively, including the lower transportation cost benefits, reducing carbon emissions benefits, saving transit time benefits and decreasing the traffic and damage accident benefits.The full paper focused on the forecast volume of Dalian Port container sea-rail combined transportation as well as the four factors calculation of the benefits, according to China’s low carbon emission requirements. In the prediction, according to the characteristic of Dalian Port’s data, selected grey multi variable sequence prediction model; in benefits calculation, considering the means of transportation, goods transportation area and characteristics, calculated the benefits of container sea-rail combined transportation. The results of the thesis comprehensively reflected the necessity of container sea-rail combined transportation development.
