Since21st century, the whole community has become to an era of knowledge economy and information economy. In the background of economic globalization, business managers are becoming more and clearer of the crucial role of human resources for enterprise development. Although China’s current economy is in a period of rapid growth, all industries are facing the shortage of human resources. Human resources are the vital resource for business development. How to make human resource planning to ensure the balance between supply and demand of the corporate human resources is a very important issue for enterprises.At the same time, human resource planning is the most strategic and contingency one among human resource management functions. Organizational strategy and mission, goals, plans are closely related to human resource strategy. The practice of enterprise development shows that changes in the human resources must adapt to internal and external environment and enterprise development in order to make the business healthy and rapid development. Therefore, how to make the appropriate humane resource planning is one significant issue for business.Based on the understanding of human resource planning and human resource planning model and refer to the previous research on human resource planning, human resource planning model based on robust optimization has been researched in order to be closer to practical problems, and be more in line with the actual business, and then the research results are of more practical value.
