With the rapid development of Chinese automobile, the production of scrap automobiles increased year by year. Therefore, how to effectively automobile recycling, processing, and as far as possible, improve the utilization rate of automobiles parts, reduce the influence of the negative effects to the environment and realize recycling of resources, it has become an important issue for the sustainable development of auto industry in our country. But it also conforms to our country to vigorously develop the circular economy and build a conservation-oriented society realistic objectives.Some foreign developed countries scrap automobiles recycling industry is relatively mature, but automobile recycling industry in China is still in its primary stage, the informal recycling business and illegal disassembly processing company is restricting the progress of automobile industry in China. How reasonable the establishment of the government-controlled China scrap automobiles recycling, scrap automobiles recycling network and the siting the implementation of the program is of great significance for China's development of the waste automotive industry and sustainable development in environmental protection.In this paper, scrap automobiles view of the current status of reverse logistics, standing on the Government's point of view on an area used car reverse logistics network planning. In this paper, semi-desirable facility location theory, the pursuit of facility location to minimize construction costs are minimized and the environment disutility of dual-target model. And on this basis, considering the expansion factor of the forward logistics facilities, respectively, in both cases the optimal model.In addition, due to the uncertainties of the recovery of scrap automobiles, In this paper, we consider the robust optimization idea, in the case of recovery of scrap automobiles uncertainty, robust model of the two basic models were constructed, and with Robust optimization method.The model established in this paper are mixed integer linear programming problem, solve all using IBM ILOG CPLEX 12.4 platform programming, and the results of simulation analysis, the service.
