’Make in China’ not only brings huge benefits, but also great impact in internationalmarketing. Across American budget mention, the USA customers decrease about70billionby buying the goods from China. However, the manufacture in China has impacted anddestroyed the environment and nature resources in nation. This way that pay by destroyedenvironment is impossibility to continue. In the last20years, Chinese manufacture developedfrom China’s reform and opening up. China become four advantage of manufacturing. Firstlyis the low labor cost and high quality of the labor. Secondly is domestic consumer market.Thirdly is the perfect manufacturing base. But due to the constantly changing internationalenvironment, the appreciation of the RMB, the rising labor costs, the emergence of emergingmarkets, have a larger impact on manufacturing industry of our country.At present, Chinese manufacturing industry is facing unreasonable structure, lowproduction efficiency, shortage of talents, and the problem of lack of world brand. Moreenterprise management still relies on empirical and individualism, management mechanism,backward management thought, hindered the development of productivity. Human resourceplanning as an important strategy of enterprise management with, no matter the past or now,get the attention of enterprises, human resources plan optimization and important way toreduce costs, improve production efficiency. With the development of science, manufacturing,human resource planning is no longer a simple plan of choose and employ persons. Humanresources should adapt to different management objectives and enterprise marketexpectations and accordingly. But because most of China’s manufacturing industry is in theextensive management, lack of refinement of data analysis and scientific and effective meansof human resource planning is mostly affected by empiricism and lagging behind the actualproduction needs. And the fact that human resource planning need to match with theenterprise practice, is the priority of human resource plan. Too many people can lead toproduction capacity surplus, and result in cost waste and bad image such as negativeinfluence. And people too little will cause the production capacity is insufficient, excessiveovertime and even can’t meet the production needs, and so on and so forth.In this paper, B company as the research object, considering the particularity of pharmaceutical enterprises and combined with the situation of the manufacturingenterprise is analyzed, by simplifying a complex reality, the reality is you can’t measure ornot ready to get data by random number instead of a or B company management, humanresource plan optimization allocation model is set up, in this paper puts forward theinfluencing factors of human resource planning, through the example analysis to develop newbasis and new method is put forward.Articles with the method of combining qualitative and quantitative research, the mainmethods include literature research, mathematical modeling and optimization methods. Insolving to know the changes and changes in human resource planning, the difference betweenexplain the main basis of human resource plan and conclusion.
