Research On Owner’s Contract Management Of Chinese Highway

Highway plays a key role in the field of transportation. The level of highway construction is a symbol of a nation’s modernization. In recent years, Chinese highway construction has showed steady growth trend, which in speed and scale has ranked the second place in the world. Long-time spending, high costs, high-tech needs and all kinds of political and market factors make highway construction more risky. As a large number of participants involved, a contract system on all side should be made. At present, highway construction contract management in our country should be improved. For example, illegal competition, credit crisis and breach of contract occur sometimes. Therefore, the research in contact management is deeply needed.The paper introduces the internal structure of owner’s contract system first. Then the problems of highway construction contract management are showed on two sides. One is from owner itself, the other is about external environment. Then it analyses the advanced experience of the contract management at home and abroad. Based on the above, this paper gives some advice to highway construction contract management of our country. On the side of external environment, the advice includes laws improving, credit system establishing, contract mode developing and so on. On the side of owner itself, improving organization system, raising the quality of personnel and strengthening information management need to be done. I hope this paper will make contribution to owners of highway in order to make a good control on investment, progress and quality.
