The Study Of The Owner's Overall Engineering Project Contract Management

In the social economy activities, contract plays very important roles, which protects benefits of each part in contract, supervises them to carry out contract obligations. At present, the market economy is developing at domestic, while the laws, the rules and legal systems still need to improve and perfect. Therefore, it is found a lot of contract disputes, which also could cause economic lost exist popular during contract performance, due to different factors, such as protection ones own benefits, different contract management levels of each part in contract. In the field of project constructions, this phenomenon stands out, because of the specialty of contract objects, the complexity of main body of contract. As a investor of engineering project, the owner has to strengthen the project management based on the contract management, guarantee the realization of controlling objectives including the project cost, schedule,and qualityDuring the process of the owner's engineering project, the contract management involves different targets such as the owner, the project inspector, the contractor,the supplier and so on. Among these, the owner's contract management ,which in a strict sense the project inspector's contract management belongs to, is the core of the whole engineering contract management and plays an important role in the whole project contract management and even success or fail of the whole project. , in order to bring contract planning into play effectively, protect owner 's benefits to a maximum, control the risk successfully, carry out objectives of projects and enterprises wholly, and pursue the multi-benefits of contract each body, ,the owner must investigate how to plan contact tightly and control the procedure strictly to realize the above purposes. And it is also a urgent issue in the engineering field.In this dissertation , the author will first give a general account of the contract management in different steps during the process of owner's engineering project ,which discusses the action of the engineering contract management in the project management and the general measure to strengthen the contract management .Then by the detailed discuss of the contents of contract management(including the general contract plan, the bidding management ,the control of the contract execution and the change management and so on)and the case study of'BNY Project', some important conclusion will be made :the owner's contract management is not only the management of a specific contract ,but also that of the owner's overall engineering project contract ;it is not only the contract management of some step ,but that of the whole process ,the whole position and the rich arrangement of ideas ;it is not only the contract management of contract management department ,but the contract management of all the employees .By discussing the owner's contract management during the process of the owner's overall engineering project, the author hopes that the dissertation can provide useful reference for the contract management work in the owner's engineering project , Especially In the Medium and small engineering projects.
