As a new financing pattern, the franchise model reduces the governmentfinancial pressure and improves the project operation efficiency and service quality insome extent. Meanwhile, investing project is also a kind of strategic choice forbringing stable income to private investors and related financial institutions. With therapid development of domestic urbanization, the construction of public utility projectis increasing, which greatly contributed to the franchis models widely used in the field.The risk of urban infrastructure project is a focal point concerned by various partiesbecause it lasted long, big investment financing, long recovery, complexity of rightsand obligations, complexity of relationship and risk factors.Based on the Tianjin XY waterworks construction project,the paper focused onthe financing risk which has great influences on investment benefits from angle of theproject private party. Firstly, based on the project financing risk, find the initial indexcollection secondly. Then get the unique financing risk combining with the actualsituation of this project of one waterworks. Thirdly, find out the important risk factorsby the method of analytic hierarchy process (AHP). Finally, give the measures of riskfrom selection of the important risk factors.The paper constructed a complete index collection of financing risk for TianjinXY waterworks construction project, which provided a good reference for theresearch of the similar project financing risk. Besides, the paper emphaticallyintroduced the entire process of identification, assessment and control of projectfinancing risk for the waterworks, which played an important guiding role for riskmanagement of the similar projects.
