| As one of the earliest four Economic Special Zone in China, Zhuhai hasdeveloped rapidly in economy since reform and open. During the economicdevelopment, Zhuhai had established the direction guided by new&high-techindustry since1990’s of last century. At the meantime, other eight cities in PearlRiver Delta actively developed light industry dominated by capital from Hong Kongand Macau, so that the Pearl River Delta became a global production base of lightindustrial products. It’s hard for Zhuhai to get excellent development conditions in thedevelopment of new&high-tech industry, regardless of self industrial base, talentsupply, market circumstances, or industrial supporting, and traffic infrastructure, etc..Thus, the economic development in Zhuhai began to fall behind the overall level ofPearl River Delta.The progress of regional integration in Pearl River Delta is slow. During theearlier period of reform and open, all cities formed various development modes, likethe eight immolates crossing the sea. Since the industrial structure in the Pearl RiverDelta is dominated by light industry with short industrial chain, the interregionalcooperation is not urgent. Since1990’s of last century, the Party Committee andGovernment of Guangdong Province started to pay attention to the importance ofregional integration in Pearl River Delta and began to promote it. But the cities inPearl River Delta hadn’t responded actively. After entering the new century, thedevelopment of light industry in Pearl River Delta began to be confronted withpressure of land, labor force, energy resources, etc. So the local governments began toattach importance to how to adjust the industrial structure and keep the developmentthrough regional cooperation. Along with the publication and implementation of“Outline of Reform&Development Plan in Pearl River Delta(2008-2020)”, theregional integration in Pearl River Delta entered a new stage. Different from requirements for the international regional integration, thedomestic regional integration is mainly demonstrated in the initiative interregionalcooperation and realization of reasonable complementation of production factors inthe process of socialist market mechanism improvement, so as to achieve moreeffective economic development. The regional integration of Pearl River Delta is alsoan embodiment under this rule.Although it developed rapidly, the economic development in Zhuhai fell behindthe overall level of Pearl River Delta. Before1992, Zhuhai had realized thetransformation from agricultural society to industrial society, and had establishedrelatively sound industrial system. But after the new&high-tech industry is orientedto be the leading industry, the economic development in Zhuhai began to be stagnantdue to insufficient software and hardware. From1993go2000, the contribution rateof industry to GDP kept at about6%basically, which was out of proportion to theindustrial system with characteristics of industrial society. After entering into the newcentury, as the light industry development in Pearl River Delta is confronted withpressure of upgrading and adjustment gradually, Guangdong Province has mademajor adjustments in development of heavy industry. The construction ofinfrastructures such as traffic in Pearl River Delta has speeded up further, and thedevelopment conditions of new&high-tech industries in Zhuhai have been improved.Zhuhai is confronted with new development opportunity at present. Firstly, thefoundation of economic development in Zhuhai has been compacted further afteradjustment. Through introduction of domestic colleges and universities, Zhuhai hasformed its base for personnel training, offering corresponding talents for economicdevelopment. The six leading industries established in2007have built scalepreliminarily and the centralizing effects have expanded gradually. Secondly,Guangdong Province made clear the leading position of Zhuhai at west bank of PearlRiver again and determined the development direction of heavy industry, enablingZhuhai to develop economy much better on the policy. In the layout of Pearl RiverDelta in Guangdong Province, Zhuhai shall become the industrial base ofbio-pharmacy, precision machinery manufacturing, fine chemical industry, aviation manufacturing, ship manufacturing and maintaining, etc., which shall continue andexpand the development options of leading industries in Zhuhai. Thirdly, Zhuhai iscovered by the two state-level regional plans, i.e.“Outline of Reform&DevelopmentPlan for Pearl River Delta” and “Outline of Overall Plan for Development andConstruction of Hengqin Island”. The development of Zhuhai is closely related toimplementation of the two plan outlines, enabling Zhuhai to have more lenient policyenvironment.Firstly, it’s a basic point for economic development of Zhuhai to make clear theposition of central city at west bank of Pearl River. Therefore, the port industry mustbe developed vigorously in Zhuhai, integrating the traffic infrastructures at GaolanPort, Zhuhai Airport, and railway traffic to form an efficient traffic system and attracttransnational corporations to invest in new&high-tech industries in Zhuhai. In theaspect of self planning of Zhuhai, a new combination of main axle, eastern city,western city, new Hengqin District shall be built to form an excellent developmentsituation with different functions and cooperation with labor-division of technologyresearch, industrial incubation and industrial concentration of new&high-techindustry. Secondly, the upgrading of industrial structure and development of keyindustries shall be accelerated. The port industry shall be developed vigorously,focusing on the development of aviation, ship, machinery, bio-pharmacy, electronicinformation, and fine chemical industry, perfecting logistics industry, informationservice trades, and financial services industry, etc., so as to achieve the upgrading ofindustrial structure in Zhuhai. Thirdly, foreign investment and talent introduction shallbe advanced jointly. According to the plan of key industries, the transnationalcorporations shall be attracted to invest in Zhuhai as schedule, emphasizing onintroduction of their technical departments, such as relative research and inventioncenters and laboratories, so as to achieve foreign capital and talent enteringsimultaneously. On this basis, it shall be accelerated to train self talents and attracttalents from other regions. Finally, the integration of Pearl River Delta shall beparticipated and advanced actively so as to speed up the construction of trafficnetwork with other cities in Pearl River Delta, lay out the development of seaport and airport of Zhuhai from a high starting point, enable Zhuhai to be a real center at westbank of Pearl River, and at last, achieve the economic development of Zhuhai in theintegration of Pearl River Delta. |
