Research On The Intensive Land Utilization Of Zhongguancun Science Park

The Zhongguancun Science Park developed from the Zhongguancun ElectronicStreet and Zhongguancun Technology Park is the first national-level high-techindustrial zone approved by the State Council. After more than two decades’development, it has become the important carrier of the scio-economic developmentof Beijing, the significant driver of the innovation-driven development pattern, andthe outstanding example of remarkable radiation-driven effect, but there also existsome issues such as blind land rush, excessive or insufficient land development.Under the background of current rapid urbanization and industrialization process,enhancing the intensive utilization of land resources of Zhongguancun Science Park isthe internal requirement to implement the Scientific Outlook on Development andguarantee the sustainable development of the park, which will be of great significanceto alleviating the contradiction between supply and demand of construction land,improving the park land utilization efficiency and quickening the construction ofresource-saving society.This thesis systematically sorts out the development process of the park,scientifically evaluates current situation of land utilization, points out current issuesand analyzes the deep-rooted reason layer by layer from the perspectives of enhancingthe intensive land utilization and promoting the economic development of park, andpresents some purposeful and practical measures and suggestions to improve theintensive land utilization level of the park for nowadays and future taking advantageof the useful experiences on typical development zones, so as to providedecision-making references for overall arrangement for the development of park andscientifically policy making. The major research achievements are as follows:1. From two perspectives of intensive land utilization and the development rulesof the development zone, systematically sorts out the theories on intensive land useevaluation of development zone. And specifies theoretically due to the differences ofdevelopment stages, regions located, leading industry and the scale of developmentzones, every development zone has different level of intensive land utilization. 2. Through the Intensive Land Use Evaluation Regulations of the DevelopmentZone (Trial), and the research and investigation of the intensive land utilization ofZhongguancun Science Park, preliminarily build the evaluation index system ofintensive land utilization.3. On the basis of objective evaluation of the status quo, analysis of deep-rootedissues and the adoption of advanced experiences, I attempt to propose a frameworksolution. That is, through planning, differentially supplying land, improving projectmanagement mechanism and perfecting land management system, offer necessarydevelopment spaces for further aggregation of high-end innovation elements andresources in order to implement major science and technology projects, develop hightechnology industrial cluster, build independent innovation achievementstransformation bases, and undertake the construction of major national science andtechnology infrastructure.
