Research On Policy Risk The "NREIS"and Its Prevention In Jiang Xi Province

There are some important effects of the New Rural Endowment Insurance System (NREIS), which include insuring the rural aging population’s daily life, improving the social security system in rural areas, maintenance of social stability in rural areas, playing an important role in promoting economic development and social progress. However, As a risk prevention social security system, there are certain risks itself, such as moral hazard, natural risks, liability risks, economic risks, political risk Etc. How to reduce or avoid these risks, making this policy of benefit developing more healthy and maximize its positive effect, which is a major challenge and policy makers and implementers must face. To improve the risk prevention capacity on policy of NREIS, making the system more effective and providing advices for sustainable development of NREIS in Jiang Xi province. Trough home visits and questionnaire, the author got enough material to make this thesis more reliable.This paper mainly use literature analysis, questionnaire, interview, comparative analysis method, combination of empirical analysis and normative analysis to gather information, learns from the research experience about the risk prevention theory of social security, risk prevention theory of public policy and risk prevention theory of commercial insurance, analyzes the current development of social endowment insurance policy in Jiangxi Province. In addition, ask questions and solve problems on the basis of status analysis, and improve this study method through the analysis of influencing factors. Variable definition section introduces the controllable range of the risk from social endowment insurance policy in our country, designates the range of this research which is mainly researching the types of risk、the factors of risk appearance and the measure of against policy risk.In order to put forward the proposal suitable for the healthy development of the new rural retirement security policy in Jiang Xi Province, enhance risk resilience of the new rural retirement security policy, the paper bases on the status of the new rural retirement security policy pilot, departures from the types and characteristics of policy risk and the reasons lending to the risk, compared with other risk prevention measures of social security policy, learn from the experience and lesson of commercial insurance risk prevention, highlight the importance of risk prevention of the new rural retirement security policy. And put forward the measures to control and prevent the risk of the new rural retirement security policy. The paper is divided into five parts:the first chapter describes the significance of the study and research at Home and Abroad; the second chapter elaborates the relevant theory of the new rural retirement security policy, looking back at the course of development of the rural old-age insurance, through the analysis of policy pilot status quo in Jiangxi Province, summary the advance and inadequacies of the new rural retirement security policy; the third chapter describes the type and characteristics of the new rural retirement security policy risk in Jiangxi Province, the natural, political, moral, economic and other types of risk that the new rural retirement security policy may encounter in Jiangxi Province, the above types of risk is sudden, uncertainly, non-radical, speculative and continuity. In order to enhance the risk defense capability of the new rural retirement security policy, put forward operational proposals from the ideological, institutional building, construction of the control system and legal system building, and Boldly put forward the most important risk defense measures--Urban and rural co-ordinate integration; Chapter VI draw final conclusions, in the future research areas, according to the "life cycle theory", there is no one policy is to fully adapt to the development needs of the socio-economic at any time, policy will successfully completed its historic mission at a time, which is sign of the successful implementation of the policy, is the key to prevent the risk. So the paper considers, enhance the ability of risk defense ability of the new rural retirement security policy, which is changing the risk defense measure according to different environmental changes, meet the development needs of the new rural retirement security policy.
