In the context of the deepening of the process of aging, the issue of delayingretirement age aroused extensive attention gradually,but less research on the system design.From this perspective, the article made a close connection with the current developmentstatus of the retirement system and did comprehensive analysis of the relevant factors,based on the difficulties of the policy, cleared the basic thinking about the delay retirementpolicy and finally contributed a program design appropriately.Firstly, introduced the research background and the research status at home andabroad of the article, proposed the lack of research on retirement issues. Then combed thecourse of development of China’s retirement system and expounded our current status andthe main problem of retirement system.Secondly, elaborated domestic demand delay of retirement age from the aging ofpopulation structure, average life expectancy, percapita level of education, actualretirement age and the burden of pension etc. Furthermore, coupled withinternationalization the wave of exposition of the delay retirement policy, demonstratedthe inevitability of the policy delay our retirement age.Again, made a depth analysis on the difficulties delay retirement program,determined the best implemented time and predicted the reference standard future actualretirement age would changed by retirement work ratio, provided a quantitative basis forthe delay retirement the timing of the age, analyzed the public opinions especially behindmeans, interoperated some misreading from their opinions to expand the mass base of theimplementation of the policy.Finally, on the basis of the principle timely, moderately and appropriately, writertried to design a set of delay retirement programs suitable for our country. At the sametime, proposed specific institutional arrangements, promote the strategy and supportingpolicies.
