The suburbs development of vegetable production in1959on the one hand was achieved under the impetus of the "Great Leap Forward", but it is also the embodiment of the notion "planting vegetables prepare against natural disasters" which was summarized by C.P. from revolutionary periods. Accordingly, the government began the socialist transformation of the vegetable marketing system in the city, all the vegetables on market was underwrited by state-owned company, but the government soon discovered that it was difficult to unify vegetables within the planned distribution.
