Since the1960s, with the great development of the computer industry, the e-commerce as a new business model of the information age came into being. The e-commerce is of great significance to reduce costs, improve efficiency and service, which leads to broad attentions from the business industry and the general attention of the world. At present, researches on how to measure the level of development of e-commerce and enterprises should how to develop e-commerce and so on, has become the focus attention of government, business and academia. This paper integrated qualitative and quantitative analysis method, theory and case research method, based on the idea of e-commerce value creation process model, studied from the research of enterprise e-commerce development level index system, then gradually establish a measurement system of enterprise e-commerce development level, and use this measurement system and method to make an empirical analysis. This paper include of six chapters.First, starting from the realistic background, introduces the background of the measurement of enterprise e-commerce development level, theory and practical significance of measurement index system. Based on domestic and international research status, it analysis of a clear research method, content and framework of this paper.Secondly, based on the basic theory of the application of e-commerce, the value creation of e-commerce, the measurement of e-commerce, constructs e-commerce value creation model. Then studies the existing measurement model, and to do the relevant theoretical preparation for the construction of the index system measurement.Again, following the above, starting from the design principles and theoretical basis of the index system, to build the framework of the measurement index system of the enterprise e-business application level according to the indicator system design ideas, and to describe the structure of the index system in detail. Then, this paper analysis of the access method of measure data, the test optimization of index system and scale, the method of determining the index weight, and the measurement of enterprise e-business development level. Finally, through the relevant theoretical research foundation of above, selected about200enterprises in Hubei province as data sample, to do an empirical analysis of the application layer dimensions of the enterprise e-business application level in Hubei Province. According to the measurement results, to identify the current existing problems of enterprises e-commerce and proposed the corresponding countermeasures.The results show that the measurement index system and the method for determining the index weight and measurement which were proposed in this paper, can provide a reference for enterprise applications of e-commerce. After the empirical analysis, this paper proposed that the application of e-commerce in Hubei enterprise should increase portal investment and specialized construction, make the utmost of the third-party e-commerce platform, improve the logistics and payment system. Of course, there are still many deficiencies in the measurement system and method, which also need to be inspected and improved in continuously in the theory study and practice.
