| As the important part of the state apparatus and the main human resources,whose capability level directly affects the government's capacity of management and improvement level.With the coming of persistent changing society and capability competitive era,the traditional administration environment has changed,so it's exigent to construct the new-style civil servant procession guided by the capacity for government administration in new era.Based on the civil servant capacity construction activity of Hubei province and the task for office of personnel,this thesis designs the civil servant capability index system of Hubei province from the three dimensionality of foundation capability,class capability and post capability ,and then introduce the Analytic Hierarchy Process(AHP) to construct the measurement.It measures the weight of each capability index through the hierarchy process chart and essentiality estimate matrix,which is the core part of capability measurement,then applys the fuzzy estimate method to set criterion to grade and rank the civil servant capability.At last,it takes the section chief on case transacted post for example to measure the capability,and the result proves that it's absolutely exercisable to make use of the AHP to measure the civil servant competence.AHP is usually used in the period such as energy resources analysis,economy plan and management,project estimate and military affairs guidance,which has been explored here, filled up the blank of the use in civil servant capability measurement and probes into a new way in civil servant capability construction.Based on empirical research and quantitative method,this thesis provides scientific references and quantitative method to the civil servant capability measurement of Hubei province ,then tries to give valuable references to the civil servant capability construction. |
