| Since the late1990s, with housing steps of urbanization speeding up quickly, Chinese estate has obtained a rapid development, which calls for necessary reformation of the housing system and housing construction and makes the requirement becoming more and more serious. In such an unprecedented and large-scale construction pattern, the housing management in the process of urbanization is facing new problems and challenges.In the time of planned economy in China, Welfare rooming played the main part in housing distribution, where the management was quite chaotically and irresponsible. What is more, the security and public sanitation were un-guaranteed. Along with the development of the planned economy and affected by the market economy, commercial houses are performing the leading position, which demands relevant managers to make adjustment to the new challenges in the new economic circumstance with effective operating strategies, aiming at keeping a dynamic balance between the external and internal environment. Then a new system of property management with specialization, socialization and modernization is needed to be produced. Due to the establishment of economic system for real estate and house reforms, Property management as a long-term supplying service industry has become the main current and future issue for its sustainable existence. But in the process of development of property management, difficulties in charging property fee have been regarded as the core conflict in quality guarantee and fee standards between owners and property managers.Taking Jingtai Garden district in Xianning for example, this paper aims at having a further analysis of problems in charging property fee by utilizing related theories about economy and management. On the basis of our country’s property management situation, this paper, after analyzing the principles for property services and fee standards, puts forward several countermeasures and suggestions in the hope of solving those difficult problems. |
