Originated from Britain since1960s, Residential PropertyManagement has a history in western countries over100years. The firstproperty service corporation was set up in Shenzhen in1980s. Since then,residential property management industry has developed gradually. As anew service industry, it has been the important part of city managementand neighborhood construction. However, since the government,corporation and society play complicated roles in property managementand China is under the phase of gradual change from planning economicto market economic, problems still exist in the continuous developmentof the current residential property management industry. Whether theseproblems can be solved properly is the key to whether this industry candevelop smoothly and whether the society remains harmony.Hence, this essay focuses on government (1st department), corporation (2nd department) and society (3rd department) and analyzesthe problems of the property management in government departments,government vs. property service corporation and government vs. propertyowners and property owner committees. These problems are: imperfectsystem of residential property management administration institute,development lagging of residential property management industry andpoor property owner self-instruction and supervision system. In order tosolve these problems, this essay concludes useful experiences throughadvanced property management models from abroad. Meanwhile,according to the actual situation of property management in Shanghai,this essay brings up the suggestions that during property management,government should enhance the property management administrationinstitute system, perfect property management charge system, industrycompensation system, corporation supervision system and staff trainingsystem, and guide property owners to realize standardizedself-management to achieve the final goal of building a harmoniousneighborhood by government, property service corporation and propertyowners.
