Since the first property services companies established in the Jinpu New District(Jinzhou district and Dalian economic and Technological Development Zone),property management industry of the Jinpu New District start from scratch.Now The property services companies from one to nearly a thousand.Property management work level has also been greatly improved.In the industry supervision,service management,model innovation,also made good results,work methods of those aspect have also been recognized.But from the trend of development of the times,property management work continue to encounter new problems,and new situations.The current management work can not be an effective solution.Resulting in contradictions and also caused a high degree of concern in all aspects of society.The property service industry sound and fast and healthy development and growth also formed a hindrance,at the same time,the owners of the relevant rights and interests to form a certain violation.In the government property management work at the grassroots level of subdistrict office property management work is particularly important.How to do property management work and how to improve the level of property management work,attracted the attention and discussion of society gradually.Both to protect the legitimate interests of property companies and protect the legitimate rights and interests of owners.The formation of the characteristics of the Jinpu District property management work model.This paper analyzes the quality of property management,the quality of property management practitioners and the collection of property management fees in the area of property service company in Jinpu New District.And the root of the investigation and analysis of the results based on this,subdistrict office that is the grass-roots government agencies in the property management work in the existing problems and solutions.From the perspective of public management theory,subdistrict office in the district property management work on the impact of property management.Such as the management of the way is too single,the lack of initiative to property service enterprises to guide the lack of administrative law enforcement authority,rules and regulations behind the development of property management,no full-time departments,lack of linkage coordination mechanism and other issues.So as to promote the construction of the coordination between the functional departments to strengthen the ability to build a scientific property management system,strengthen the e-government platform construction,supervision of property service enterprises to fulfill services in place to guide the owners to actively participate in residential property construction,promote the construction of property services enterprises APP platform and other solutions.
