The Authority Of Village Governance And The Welfare

Nowadays, China is an aging society and aging degree of population is higher in villages than that in cities, so welfare of those people in the country is an important issue in its development. At the same time, ever since implement of the opening-up policy, status of the old has been changing, as well as the mode of domestic care which is lasting for thousands of years. The aging of population becomes quicker than ever, especially in villages where rural pension insurance is not so perfect. Welfare for the old in villages is a vital problem influencing Chinese rural development and it reflects the switch of rural authority in the process of rural reconstruction. As a result, it is of great importance to study authority form in the process of rural management based on welfare condition of the old.Longmen Village in Hejin, Shanxi province is the foregoer in new village construction. Its fine social welfare and perfect welfare system for the old are admired by many other cities, also, high village authority plays a fundamental role in its management. However, before its development, Longmen Village, with its backward economy, is only a small village relying on water to survive, not to mention improving its welfare for the old to rural public issues. Then, with rapid economic development and the change of rural economic pattern, what changes about welfare for the old, what changes about pattern of village authority and what are its characteristics. They are topics of this thesis.This thesis focuses on welfare for the old and explores the balance between it and village authorities from the perspective of historical changes and studies the formation of "Welfare Authority". This thesis follows the change of elderly welfare in the economic development, ranging from domestic elderly welfare to rural elderly welfare. It demonstrates that with change of elderly welfare, there appears revival of village authorities. However, when collective economy falls into a harsh situation, it is a practical problem about how to maintain elderly welfare, so depending on social elderly welfare mode brought about by the booming collective economy and continue rural elderly welfare, we can achieve sustainable welfare supply and authentic production.
