With the level of house property right privatization continued to expand and the emergence of new residential communities, urban community governance structure has undergone profound changes, by the "troika" into "four wagon", that is, from the original "units residents’committee and neighborhood offices" into "owners committee, property services company, residents’committee and Office of the streets ". From a normative sense, in community governance, the four main should work together on community public affairs. However, in actual operation, these four subjects frequent have collision with each other, even break out violent conflict. The focus of the contradiction in the residence community is on the self-governing right. How to find a Harmony way for the four subjects? How is the internal operation mechanism of the owners’Committee? With the greatest interest and questions, surrounding the governance issues of the new real estate communities, the author has selected the typical communities called J of Suzhou as an observation point, visited many property owners, officials of the Committee, property companies and related neighborhood committees in cities, trying to find out the hidden reason behind the new urban community administration issues and the nature. From the perspective of empirical research, I hope that I can look for an effective governance model for micro-society in the transition period of China.
