At Present, China's industrialization and urbanization is developing swiftly, economic and social development has entered a new stage by way of industry nurturing agriculture and urban leading rural areas. In respect of industry nurturing agriculture policy, it should focus on adjusting the distribution pattern of public finances, increasing the intensity of the agriculture financial support, and gradually cover the entire rural areas. Although the majority of domestic scholars has reached the consensus that government has the obligation to undertake the financial support for rural social endowment insurance, there is still lack of detailed empirical research to define the responsibility of government, and so on.
