As the swift development of economy and society and extension of process of urbanization, more and more rural people moving into city add new weight to the pressure for usage of urban land. However, land resource plays a key role in social development as a significant momentum to boost development of urban economy. Meanwhile, with respect to land supply, government is facing with a great pressure because of deficiency of land resource, and how to deal with this big issue properly and effectively is becoming a focus for government and the whole society to pay a great attention to. Based on this issue depicted above, this dissertation seriously study and analyze the current situation on usage of construction land in Xi’an’s high-tech zone. From the starting point of optimization and efficient usage of land resource, this paper focus on optimization and distribution of construction land supply in high-tech zone of Xi’an.For this purpose, above all, this paper investigates and researches the status quo about utilization of construction land in Xi’an’s high-tech zone, analyzing the using condition of land resource as well as problems exiting in utilizing process of land. According to survey and study, this dissertation takes advantage of data envelopment analysis to study the efficiency on usage of construction land in high-tech zone of Xi’an and makes relevant conclusions in the end. On this basis, this paper established the construction land supply SD simulation model, then points out, in order to better promote high-tech economy, the living environment, the supporting business and other public facilities coordinated development, the future development of Xi’an hi-tech zone should choose appropriate intensive land use patterns. This paper made the data envelopment analysis (DEA) to the next five years of Xi’an high-tech zone construction land supply scale and supply structure, and points out that in moderate intensive development mode, Xi’an high-tech zone construction land supply scale and supply structure is DEA effective. Meanwhile, this paper has analysis of other models and found that SD model has an advantage on complex systems. Finally, this paper put forward to promote Xi’an high-tech zone construction land reasonable use of the economic, legal, and technical measures.
