Land Use Efficiency Of Resource-exhausted Citie Zone

After resources rapidly developmented at a large scale, resource-based cities try to achieve economic development and land sustainable utilization simultaneously becomes more difficult. As the most crucial economy growth pole in China’s Industry Sector, industrial development zones’condition is closely related with the whole Nation’s economy growth. Land use efficiency in Zone resource-exhausted cities carried out to promote the urban land use and the coordinated development of the economy has important theoretical and practical significance.In this paper, the connotation of the concept of Development Zone land use efficiency were interpreted combine with the background resource-exhausted cities, based on the related theories and methods, using the comprehensive method combine of the Data Envelopment analysis and Malmquist Index analysis, according to the evaluation process, launched enterprises land use efficiency evaluation in Hunan Xing Economic Development Zone.In the study, apply SPSS17.0software to make correlation analysis with the selected sample index, using data envelopment analysis to calculate the DEA RMS of resource-based enterprises and non-resource-based enterprises in the zone each year, Malmquist index analysis method is used to calculate the land use efficiency on the dynamic changes in Zixing Economic Development. We can draw the following conclusions:(1) The land use efficiency of the Zixing Economic Development decreased in the background of resources depletion, But by taking proactive measures, land use efficiency tends to increase.(2) By comparing the land use efficiency of resource-based enterprises and non-resource-based enterprises, found that resource-based enterprises affected by resource depletion is greater than the non-resource-based enterprises.(3) Analysis of Malmquist total factor productivity index shows that zone land use efficiency mainly depends on the increase in technological advances factors.By analyzing the results of the evaluation and the reasons, this paper put forward three aspects of proposals to raise the land use efficiency of targeted zone:(1) Accelerate the industrial development zone in transition to non-resource-based industries;(2) Enhance the level of science and technology industrial development zone;(3) Other aspects of the proposal as increasing the intensity of land use.
