With state clearly open to municipal and public sector markets, the monopoly system of gas industry was broken, cross-regional gas group takes shape after several years of developing. Meanwhile, natural gas pipelines develop rapidly, bottled liquefied petroleum gas transfer its target market, city gas industry has entered a new stage of development. In the current macro environment and industry environment, China Gas Holdings Limited (China Gas) has achieved rapid development. Meanwhile, it is also facing higher debt ratio, profitability decline and other issues and the status of liquefied petroleum gas business losses, the study of this paper aims to establish an appropriate business development strategy to address the development problems.Firstly, with the PEST analysis and five forces model analysis, the paper review and summarize Chinese macro-environment and industry environment; Via the internal conditions analysis, the companies have acquired advantages and disadvantages. With SWOT analysis, acquired strategic match. In the finally, establish the suitable overall strategy system. That’s, diversification and integration strategies with a combination of strategic business to accelerate the development, enterprise culture strategy to accelerate business integration. Diversification strategy focuses on expansion, extending the company’s core business; integration strategy highlights the vertical integration, putting emphasis on shaping the industry chain, corporate culture and strategy clearing the idea of development and harmony, emphasizing on establishing common core values and entrepreneurial spirit. A defined competitive strategy is cost-effective strategy. Develop a marketing strategy, operating strategy, research and development strategy, human resource strategy, financial strategy and other functional strategies.The results of this study have a direct role in guiding the business’s strategic choice; the research ideas and methods has important reference value in its implementation of strategic management and strategic research in other industries and enterprises. Meanwhile, the advert and growth of cross-regional business such as the China Gas, to a certain extent reflecting the city gas sector reform and development outcomes, as well as reflecting the faced problems, which also has a reference value in further reform and development of the gas.
