In recent years, the building industry of China has expanded rapidly, however, the extensive mode of development and inherent characteristics of construction activities lead to the present situation of high resource consumption, high energy consumption and high environmental pollution in building industry. In comparison with afterwards control measures such as green building assessment and green construction evaluation, green risk management possesses the characteristics of feed-forward control, process control and feedback control, and plays a more important role in changing unfavorable conditions and promoting sustainable development of building industry effectively. The long-term nature and complexity make the construction process become a main concern.Green risk theory is the product of the combination of sustainable theory and risk theory, and green risk of building projects in construction refers to the possibility of negative deviation between actual results of construction activities and established sustainable development goals in the process of construction, which is due to the uncertainty of objective conditions and subjective understanding. The object of green risk management is to obtain the maximum sustainable protection with the minimum cost, and the limited managerial resources also pose new challenge to green risk management of building projects in construction, under such circumstances, green risk assessment plays a positive role in distinguishing between green risk factors in severity and realizing the most optimum distribution of resources, and it is a reasonable way to realize the target of green risk management and deal with challenges resulting from limited resources.Green risk is still a new thing, in the situation of lacking relevant historical data, the experience and insight of experts are effective means to obtain information. This paper identifies risk factors from four aspects:comprehensive management, resource consumption, energy consumption and environmental pollution in a method which combines the initial list of risks and questionnaire survey, and establishes a hierarchy of green risk factors. Risk analysis and assessment is carried out from four aspects below:(1) In order to overcome one-sidedness of two-dimension attributes——probability and loss, a framework of four dimensions——probability, loss, uncontrollability and urgency is utilized to characterize green risk factors;(2) To meet the requirements of describing the fuzzy nature of objective things delicately, ITFN (Intuitionistic Triangular Fuzzy Numbers) is introduced as the basic form of attribute values;(3) For the purpose of measuring the relative importance of attributes comprehensively, at first, FDAHP (Fuzzy Delphi Analytical Hierarchy Process) and entropy weight method based on mathematical expectation of ITFN are employed to determine the subjective and objective weights respectively, and then the combined weights are obtained with geometric mean combination;(4) So as to avoid the simplification of ranking approaches, on the basis of fuzzy multi-attribute decision making theory, an algorithm of multi-attribute decision making based on similarity to ideal grey relational projection, which combines grey system theory and TOPSIS with vector projection, is adopted to rank risk factors, making references for subsequent risk management. With combination of green construction, some measures and recommendations are put forward for green risk prevention in construction. The aforementioned green risk assessment model is applied in a building project to manage green risk for construction process, and the analysis indicates that, compared with those of grey relation projection method, the ranking results obtained in this paper not only correspond with the actual situation more precisely, but also have a higher distinguishing degree, which proves that this method is applicable and effective.
