Analysis On Famer Satisfaction Of Preferential Agricultural Policies

Since the1990s, the "three rural" issues have become prominent problem restricting China’s economic and social development. Since2004, the State Council has promulgated a series of policies of strengthen agriculture and benefit farmers to show a good development situation in rural areas, to protect farmers’interests and mobilize their production enthusiasm. Mainly in tax relief, capital subsidies, farmland protection, to strengthen the water conservancy and ecological construction, to speed up the agriculture science and technology innovation,to improve rural infrastructure, to promote rural economic structure adjustment,to improve the rural investment and financing system, to improve the quality of workers, to strengthen10aspects of the rural work including the rural grassroots organizations construction, to promote the development of agricultural productivity and increase farmers’income. Several years have passed, how these preferential agricultural policies around effect? Are farmers satisfied with the implementation of the policy? Have any improvement? Have Farmers any good advice for the development of the policy in the future? These have become the focus of attention. So is this study.The study will collect monographs, dissertations, investigation reports and other documents to sort out the summary, to find study point on the basis of previous research.We obtain the required data which is based on farmers’satisfaction perspective and combined with the situation of the province to design the questionnaire. The questionnaire survey area cover the61counties (cities, districts) in the Anhui Province. The survey determines21villages in19towns as samples. Then, there is an analysis of statistics with the data of questionnaire survey to measure farmers satisfaction of Anhui Province preferential agricultural policy. In addition, by using the Logit binary choice model, the study selects9factors which may affect the farmer’s satisfaction of preferential agricultural policy to do quantitative analysis. We can get the degree of influence of various factors on the farmer’s satisfaction of preferential agricultural policy.The results showed that the majority of farmers are satisfied with the preferential agricultural policy implemented specifically in Anhui Province. But some farmers reflect that when the policy is specifically implemented, it will be influenced by the increasing price to lead subsidies deficiencies, the violation of executive arm, the cumbersome policy procedures and lack of flexibility, lack of fair and open issues. These issues will influence the effect of policies more or less. The result of Logit model shows that the education or training level of farmers, the understanding degree of farmers with preferential agricultural policies and the satisfaction of farmers with the government organizational behavior affect model significantly. Whereby, the article will put forward policy recommendations from improving rural education and training, building farmer demand expression mechanism for preferential agricultural policy and improving relevant aspects of the supervision and management mechanism.
