Performance Evaluation And Countermeasures Implementation Of The Preferential Agricultural Policy In Shaanxi Province Based

After30years of reform and opening up, China has entered into the stage developmentof the industry promoting agriculture and the city with the village in general. The Chinesegovernment has issued nine beneficial agricultural policies in the first document from2004to2012, which can be regarded as the basic policy direction and development trends in thefuture to solve the "three rural" problems and to achieve coordinated development of urbanand rural areas. The real purpose is to strengthen the comprehensive agricultural productioncapacity-building, to achieve the farmers continued to increase production, to promote ruraleconomic and social development, but its ultimate goal is to meet the farmers’ production andliving needs, and finally to promote social harmony and stability of rural areas. Farmers’satisfaction as a research perspective of this paper, on the one hand, Marxism productivitysystems regards that the farmers are the main body of the rural social construction and thenature of the problem is the issue of farmers; On the other hand, they can get direct benefitsfrom national agricultural policies, therefore farmers’ satisfaction is the most importantmeasure of the implementation of performance policies. Therefore, considering the nationallaunch of the preferential agricultural policy background and the farmers’ demand-oriented atthe same time, this paper applies the SPSS statistical methods and the Customer SatisfactionIndex ACSI model to calculate on this basis, establishing of a quarter-quadrant graph model,according to policy quadrant distribution, and focusing on promoting the policies relating tothe needs of farmers.First, the preferential agricultural policy, operational performance as farmers satisfactionsurvey. Through interviews and questionnaires,1200farmers in Shaanxi Province wereinvestigated the satisfaction to the benefits of agricultural policy implementation performance. After learning from the performance evaluation the ACSI structure model, from farmers’satisfaction perspective, to build the Benefits of agricultural policy satisfaction, operationalperformance evaluation index system, the result of analysis is that the preferential agriculturalpolicy implementation satisfaction index of the performance of farmers is3.5830, equivalentto a percentile of71.66%, at a medium level.Second, the evaluation of the preferential agricultural policy implementationperformance should be reasonable. The implementation of the preferential agriculturalpolicies in the farmers’ income growth should be acknowledged, the supply of public goods inrural areas has been made, and social security coverage was extended and other contributionsmade. Of course, the implementation of the preferential agricultural policy is still at a lowlevel, and the preferential agricultural policy interpretation and feedback is still backward.The problem of the high cost of low-incentive policy organizations, the dislocation of farmers’expects and the reality also exist.Third, the factors restricting the preferential agricultural policy implementationperformance. The analysis will be undertaken from the idealized, implementing agencies,target groups, four aspects of the policy environment to analyze the preferential agriculturalpolicy, the implementation of deep reasons for inefficient to explore the preferentialagricultural policy interpretation and feedback, preferential agricultural policy organizationlow cost incentive, farmers expect demand and meet the dislocation of the deep-seatedreasons, in order to explore the path of scientific and rational improvement of preferentialagricultural policy implementation performance and countermeasures.Fourth, to propose solutions to existing problems in the implementation of thepreferential agricultural policy measures. In terms of policy, standards assessed by clearpolicy object, cross compliance and improving the benefits of agricultural policies andregulations, increasing the funding of benefit farmers invested in order to improve policies; tostrengthen grass-roots cadres training and guidance in the implementation of the main, toachieve policy organizations to the Government-civil structure transformation, reduce thepolicy implementation and to enjoy the cost and improve the preferential agricultural policysupervision over the implementation incentives; in the target groups, strengthening of farmers’education, improve the degree of farmers’ organizations, enhance the function of the targetgroup; in the policy environment aspects of natural, economic, and social environment optimized implementation of policies.Finally, conclusions and outlook. Deduced from the important factor in qualitativeresearch diagnostic model to examine the satisfaction of the needs of farmers is thepreferential agricultural policy, the implementation of the core level of the process of publicopinion, should be directly based on the Government’s implementation of the preferentialagricultural policy, and only the needs of farmers on the basis of the most effectivesatisfaction, which is the direction of the future to develop and implement preferentialagricultural policies.
