Municipal life waste disposal by low-carbon way is particularly important in the fields ofbeautifying the city environment, reducing greenhouse gas emissions, achieving low-carbon cityconstruction target. The traditional ways to dispose waste such as simple wastelandfill can not satisfied the needs as the wastes substantially increase. The land resourceconstraints and fossil energy supplying constraints as well as the enhanced awareness ofenvironmental protection forced us to take low carbon ways to solve the problem. Establishingthe low-carbon municipal life waste disposal mechanism has become a urgent work.Firstly, this paper introduces us the current research status about the mechanism ofmunicipal life waste disposal at home and abroad, and discusses the basic concepts, charactersand basic theories. Secondly, it analyzes the current situation and existing problems in municipallife waste disposal process of our country, and then demonstrates the feasibility of establishingthe mechanism of municipal life waste disposal in china. Thirdly, it summarizes the successexperiences of several developed countries, including United Kingdom, Germany, the UnitedStates, Japan, Singapore as well as Beijing city. Finally, the essay suggests we can design themechanism of municipal life waste disposal by low-carbon way from the aspects of buildingoperation mechanism, incentive and restraint mechanism, supervision and evaluation mechanismand developing mechanism. At the same time, we can perfect the mechanism from the aspects ofdesigning the legal system of low-carbon municipal life waste and establishing the supportingsystems.The thesis focuses on the establishing and perfecting waste disposal mechanism and analysisfrom the perspective of local government, enterprises and citizens. By the innovation ofbuilding the low-carbon operation mechanism, constructing the circular economy industrial park,perfecting and implementing laws and regulations related to waste disposal in low-carbon ways, setting up evaluation and monitoring system, the essay gives suggests to the government,enterprises, residents and other stakeholders in the decision-making process, so as to establish theefficient and sustainable disposal mechanism which help to promote the development oflow-carbon waste disposal process and low-carbon city construction.
