With the rapid development of electronic commerce, procurement auction becomes more and more popular as the most common tool to discovery the goods’price in internet. Effective and reasonable web purchasing strategies could not only reduce the costs, also improve allocative efficiency. Therefore, it is particularly important to find effective and reasonable price mechanism for buyers, especially for government procurement.The paper analyzes and refines main factors web procurement auction, especially for the government. And the decisions of purchaser are whether based on the whole demand curve or not. Based on the above, the paper gives the various strategies and their competitions. To sum up the main contributions are the following three points:First of all, the paper gives the COPA strategy and its competitive ratio for dividable items. For undividable ones, based on its discrete demand curve, we give the DOPA strategy and its competitive ratio λ1/q*+1≤rDOPA≤λq*/q*+1. From the results we could know that the DOPA is certain auction.Then, we base on that allocative efficiency is first for government procurement auction, and give GCOPA and GDOPA strategy, and their competitive ratios. From the analysis we can get that government valuations for goods is major influence factor, and for undividable ones, government’s demand curve also affect is competitive ratio.At the end, we obtain the theorem that online procurement auction in web based on partly demand curve is incentive compatibility. Based on this, the paper presents COPA*, DOPA*, GCOPA*and GDOPA*strategy and their competitive ratio. Through the competitive analysis and contrast analysis, we obtain that the strategies can reduce the costs and competitive ratio.
