"resource curse" hypothesis means that rich nature resource tend to hinder rather than to promote economic development. Since the year of2002, IM has gained the most rapid economic growth among31cities, provinces and autonomous regions in China. IM has made remarkable achievements. From the intuitive point of view, as an important energy province in western China, Inner Mongolia’s level of natural resource endowment seems to positively correlate to economic growth. This condition undoubtedly poses a challenge to the proposition of "resource curse". At the same time IM iS a Resources province,does it be like Shanxi and Heilongjiang provinces as experiencing a resource boom,then falls into"curse". It is the purpose of this study.This paper applies Comparative Analytical Method, starts the research from the comparison between the abundance level of mineral resources in the national ranking and the speed of per capita GDP growth, employs large amounts of data and model using quantitative analysis method, manifests that Inner Mongolia’s mineral resources supports and promotes its economic growth through the verification of measurement software. However, further research found that:with the large-scale exploitation of natural resources, extractive industry emits a crowding-out effect on the manufacturing industry; per capita GDP does not match per capita disposable income, the urban-rural income gap is also increasing year by year; ecological environment has been severely damaged. All these indicate that when Inner Mongolia is at the time of rapid growth, there have been some inducing factors that will eventually lead Inner Mongolia to its fall into the strange circle of the "resource curse", which deserves our vigilance.Under such circumstances, if Inner Mongolia still cannot stand in the height of long-term development, emphasis on comprehensive and coordinated development of economy, but only pursuits short-term high-speed and high-yield, will once again invest considerable technology and capital into over-reliant-on-natural-resources industries. All these will cause the economy to deviate from the track of normal development farther and farther, and this is detrimental to the coordination of regional economic development, it may further widen the inter-provincial gap.It is based on the above-mentioned considerations; the conclusion part of this paper puts forward related policy suggestions from the perspective of the optimization and upgrading of industrial structure, institutional innovation and reform, environmental restoration and improvement, human capital training and maintenance. The author expects that it will give open-minded revelation to Inner Mongolia’s sustainable economic development. There will be an important theoretical and practical significance to avoid repeating the mistakes of other resource-based cities, and transform natural resource advantages into economic advantages indeed.Relative to the general paradigm of economic growth of view, this article examine its impact on economic growth from the perspective of resource industry in the context of the deepening of economic growth. The attention of economics is television flourishing, different angle of thinking may have different harvest, the author’s opinion is perhaps not yet ripe, the argument still lacks of effective measurement tools.But the author hopes that this article can cause more experts、scholars and interested friends to care about the economic and social development in Inner Mongolia.
