"resource curse" hypothesis means that rich nature resource tend to hinder rather than to promote economic development. Since the year of 2002, IM has gained the most rapid economic growth among 31 cities, provinces and autonomous regions in China. IM has made remarkable achievements. At the same time IM is a Resources province, does it be like Shanxi and Heilongjiang provinces as experiencing a resource boom, then falls into "curse". It is the purpose of this study.In this paper, we use Mining production in the proportion of the total industrial output value as a measure of the abundant resources, with the cointegration test, find that natural resources does not hinder economic growth, but promote economic growth. However, in the further econometric analysis we find that:With the natural resources in the large-scale development, Mining is Crowding-Out Manufacturing; Abundant resources and technical progress is showing negative relationship; at the same time, In resource enrichhness area, the urban-rura income disparity has widened. All of these are the resource curse precursors, we should be vigilant.Finally, we proposed relevant policy and suggestions. Including:optimizing and upgrading industrial structure,technological progress and technological innovation,maintaining and increasing human capital,increasing farmers'income.
