The Research On The Rural Housing Security System Of China

With the further reform and opening up, our rural has entered a new historicalperiod in aspects of Non-agriculturalization, the industrialization, the urbanizationand modernization. Along with the rural living centralization，the farmers housingsecurity system will get further perfection. In the construction of new socialistcountryside,the rural living centralization is the trend of the development of thecountryside, involving the long-term development of the rural economy and thefarmers’ vital interests. It has the very vital significance that it can speed up thechange of rural face, narrow the gap between urban and rural areas, optimizeindustrial structure layout, promote Non-agriculturalization, the industrialization, theurbanization and modernization level, and realize the coordination development andbenign circulation among urban and rural economic, social and environmental. Theimplementation of this project will help to protect farmers’ vital interests, improve theliving welfare and the level of life welfare of farmers. In the relocating process ofrural living centralization, It will encounter the cost problem from the relocation ofold houses and the construction of new houses, which proposes requirements for therural housing safeguard system.On the basis of previous research, we combined with the actual situation of therural housing system, summarized practical experience, and furthermore exploredstrategies for constructing efficient rural social security system. The first chapterdemonstrated the background and the significance of this research, viewed the currentsituation of relevant study, and summed up the research methods. The second chaptermade a confined definition of “housing security system”,“housing property”,“ruralhomestead system” and “small property room”, giving their relevant rationale as wellin the context. The third chapter analyzed the current situation of rural housingsecurity system in our nation, and gave the instance of that in the city of Ningbo inZhejiang province. The fourth chapter illustrated and made comparison between thecorresponding policy models in America, Britain and Taiwan. The fifth chapter analyzed on the point of the necessity and feasibility of rural housing security system,and finally proposed the suggestion of constructing an efficient rural housinginsurance system in this paper.
