Since the reform and opening up,China’s economy have developed very fast. Especially since entering the new century, our country’s economy is more faster in the development, has now become the world’s second-largest economic entity. The income of residents in our country went up, the residents living standards continue to improve, and in increasing levels of purchasing power. But along with our country residents income level enhances unceasingly, and deepen the reform of the housing market in our country, our country residents saw investment, speculation in the housing market. So the speculation in real estate industry, speculators store the house, the high price of land and so on. All these factors lead to the high price of house, and income gap is widening. Local finance in our country, on the other hand, lack of stable pillar of tax as a support, the local governments rely too much on the present situation of the land. Taxation is considered to be the ultimate weapon of the real estate market in China, many people have high hopes. After years of preparation, the Chinese government sets up a new rule that is choosing Shanghai and Chongqing to be experiments with a certain form of personal house property tax from January28th2011. The personal house property has implemented for over three year, the effects and the problems from the experiment wait for further studying and discussion.In this article, through normative analysis and data analysis method, analyzes the influence of residents’ housing property tax on the supply,demand, price and market structure of our country s housing market. Analyzes the problems and reasons in residential property tax phase current.
